Budew/Roselia

I was going to catch a Budew ASAP in Diamond, right at the beginning. Is there an easy way to get it to evolve before level 19 so I can learn Magical Leaf, or will i just have to evolve it, and get a heart scale.

It evolves through happiness and daytime, so if you have soothe bell, and vitamins it would help. :D
