Can i put pokemon blaze black 2 trainers data and poke narc files in pokemon black 2 ?

Yes you can

If you simply extract the two folders for the trpoke and trdata from a standard Black 2 rom and the one patched with Blaze Black 2, just literally reinsert those two NARCs into your standard rom and they should all have updated rosters

If you want to add them individually, you will need to unpack the narc using Kiwi, then use BWTE 2-1000 to open each trainer battle to find the correct files if you want only certain ones

To add the actual trainers themselves and the battles into the overworld into a new rom , you are best following Kaphotics tutorial on his YouTube channel about adding in NPCs and adding battle scripts below:

Hello , sorry for not responding i'm new to poke community and i was waiting for a notification , thank you for responding , i asked the question because i heard that he had made new trainers , i just wanted to make every trainers in black 2 the same as blaze black 2 for the extra difficulty (and to save time by not editing every trainer) thanks again have a good day/night C:

You should be able to just copy the exact trainers that are in the orginal game (I think it is 832 off the top of my head) after extracting the trpoke and trdata from BlazeBlack2
You can then recreate the narcs and add them by into your ROM

If you dont have a deadline for solving this, I could do it for you over the weekend to prepare the two narc files you need with the updated and more difficult trainers & pokemon.
I can send you some notes to tell you how to add these narc into your ROM then so it works in game
