4th Gen Can i teach volt tackle to Ampharos ?

He's right, its exclusive to pikachu. I think the way to give it to pikachu is to find a pikachu in the wild with this stone thing (forgot name) and give the stone to a pikachu and breed. The only way to give it to Ampharos is to hack it to him with poke sav.
