4th Gen Can I trade from Platinum without Pokedex?

Hiya,
My son plays Heartgold and I picked up Platinum for him today.
On Heartgold his pokedex only goes upto 247 or thereabouts. Can he still trade any Pokemon from Platinum without having the National Pokedex where it shows all 493 Pokemon?

So, for example...say he tries to trade Garantia from Platinum to Heartgold, can he? Is there any requirements?

My son currently has 8 badges in Heartgold and just caught Ho-Oh !

If he needs to unlock the National Pokedex, how does he do this?

Thanks in advance from a dad learning very fast about Pokemon !!

PS I checked the FAQ and just seen it says "can trade from Platinum once you get the Pokedex, i.e very early in the game. But it doesnt say anything about the National Pokedex.

The player must have at least two Pokémon in the party; but no additional prerequisite is needed to trade with the Sinnoh games: this can be done at the very beginning of the game. Source: Bulbapedia

You get the National Pokedex from Professor Oak before you board the SS Aqua after defeating the Pokemon League.

So if my son hasnt got the Pokedex showing 493 Pokemon he wont be able to trade Pokemon in the number range 248-493 into his Heartgold game?

My son has just gotten his 8th gym badge and grabbed Ho-oh, is there quite a while to go before he goes to the S.S Aqua and get the Pokedex?

At the stage of my sons game, can he trade any Pokemon from Platinum to Heartgold?

He can trade, but it won't show up in the pokedex if it isn't found in johto before you get the national dex.

He will be able to trade from the 248-493 range into his HeartGold game.

He will need to defeat the Pokemon League (located east of New Bark town). After he defeats the Pokemon league, Professor Elm will give you a ticket to the SS Aqua and Professor Oak will give you the National Pokedex.
