I'm also ROM hacking on Android, I'll tell you what I use.

You can use Exagear for 32 bit programs or supported programs from HackRomtools.
    Ex:
    A-Map
    G3T
    G3HS
    PKSVUI

And you can use Termux (it's kinda hard to install) you can search it up on Google on how to install it.

And also, HexManiacAdvance doesn't work on either Exagear or Termux emulator. I tried to find a way to make it work but it couldn't.

You can find a useful patches from LibertyTwins,DollStreak, Touched, ECT. Credit them.

As far as I know there is no base yet that has all 1-9 Gen Pokemon, Leon's Base only has up to Gen 8. A base rom will be delievered as an IPS or UPS patch, OR you can add the CFRU+DPE, the current DPE has up to Gen 9 but you'll have to likely do that on a PC of some sort since it would need DevKit Pro and Python. It's a very frustrating process if you're not familiar with either thing or set up. Best bet is to look for a base that has up to Gen 8 and try to add Gen 9 and replace Pokemon you don't want to include. But you'll only really ever find an IPS or UPS patch.
