The fact that it's smaller than your other cards and that it has a cracked ice foil pattern across the whole card indicates to me that this is a counterfeit. This is also a counterfeit because no official card has used that artwork of Bulbasaur. On top of that, the art is pasted over the art from a scan of a Sabrina's Psyduck,and I know it's a scan because the card is too small to be an actual card that was modified.

Thank you. I have no idea where it came from but that makes sense. I couldn't find it anywhere online.

All my cards were bought in the mid 90s and have been in my attic for 16+ years. I have a few 1st editions: Misty's Seadra, Erika's Clefable, and Machamp (seems valuable). I also have a bunch of Japanese foils including the proto-type Charizard, Blastoise, and Bulbasaur.

A lot of people got similar counterfeit cards as stickers from those sticker vending machines.
