Can you REALLY "Catch Them All?"

As of now the only pokemon that you cant get is Arceus. There is a in game glitch that allows you to get a level 30 Shaymin behind the Pokemon League. If you dont already have one you cant get a celebi as of yet other than trading or Jirachi. Tropius you need Ruby and Sapphire and Emerald to get. This is all I know
