2nd Gen Can't get into the third floor of Goldenrod Radio Tower

I have the 7th badge and still no dice. I think it's because I failed to notify Prof. Elm that the Togepi egg hatched. Will his updates on egg research end and then I'll get the notification about Goldenrod city or am I screwed?

You don't need to notify Elm about the egg to advance the storyline.

And you don't specifically need the Glacier Badge to activate the event, you need 7 badges total.
