4th Gen Can't get my Kanto Starter

    Hey, I have beaten all 16 gyms, and Oak has given me HM 08, but he won't give me a Kanto starter. I have tried talking to him over and over, but he just keeps checking my pokedex. Is there some requirement I haven't met or am I getting screwed? Thanks for the feedback in advance!
     
    try to go and rematch the elite 4 and then get the national dex if you dont have one but please dont post this in this section post it in the help section thankyou
     
    First off, sorry about the mispost, that's my bad, and second, I have rematched the elite four twice and I already had the national dex when I talked to him.
     
    You have to go beat "Red" ash at mt. silver hes at the top. Fly to the thing b4 the elite 4 and go left.
     
    Yep, it's Red that needs beating, not the Elite Four. (Just Red will do in fact - and Elite Four the once).
