Can't Hex edit .raw files

    Hello, I followed Netis world map tutorial. when I was about to insert my tilemap(.raw file) it says that I must insert more bytes to the .raw file to achieve 1216 bytes.

    Sadly, when I was going to insert 16 more bytes...it says access denied in HxD. I'm pretty sure all programs are closed that uses the .raw file in the process.
