Simple question, have you tried to get all the legendaries in Generation III legitimately?
Personally I have, although the only ones you can no longer get in any form is Mew & Deoxys!
If you want to try and get the legendaries apart from Mew & Deoxys here's a little guide,
To get Articuno, Zaptos, Moltres & Mewtwo all you need is a copy of FireRed or LeafGreen and you'll be able to catch them in various places around Kanto and the Sevii Islands, you can also get Articuno, Zaptros and Moltres throughout the story of Pokemon XD.
To get Entei, Raikou and Suicune you'll need a copy of FireRed or LeafGreen and after Team Rocket in the Sevii Islands one of them will be roaming Kanto dpending on the starter you chose, Raikou for Squirtle, Entei for Bulbasaur and Suicune for Charmander, because of this you'll need at least 2 games or you can get al three in Pokemon Colosseum which is a lot easier!
For Ho-Oh you'll need a copy of Pokemon Colossuem, if you have purified all the Shadow Pokemon and cleared Mt. Battle's 100-battle challenge using Pokemon from one of your Gen III games.
To get Lugia you'll need Pokemon XD, Lugia can be gotten near the end of the story then easily transfered to any Generation III game!
Celebi is a very tricky one to get, you'll need the Japanese version of Pokemon Colosseum and the Japanese Colosseum bonus disc which and be very pricey, once you've gotten these things you'll need a Japanese GameCube or a disc to let you play Japanese games on your GameCube, you'll then need to beat Colosseum and purify all the Pokemon, once this is done you can get Celebi and transfer it to any Generation III game.
Regirock, Regice, Registeel, Latias, Latios, Kyorge, Groudon and Rayquaza can all be gotten using R/S/E, although you need at least 2 of these versions, and they can all be found around Hoenn, although Latias/Latios will be roaming around Hoenn, on a side note if you have the Nintendo e-Reader and the Eon Ticket you could get Latias/Latios, depending on what was roaming around in your game you'll get the other.
Finally Jirachi and be gotten from either the European version of Pokemon Channel on a Sunday, or if you live in America you can get it from the Colosseum Bonus disc although this a little pricey but you can get it on multiple save files.
It's still sad that you can no longer get Mew or Deoxys but atleast you get get most of them!
