Capturing Feebas

I don't find its method tedious. In ORAS it is easy enough really; Feebas can be found while fishing under the bridge by the waterfall south west of Fortree. I don't remember if it was the same spot in the original RSE, but it gives some novelty to the Pokémon and provides a bit of a challenge in eventually obtaining the powerful Milotic.

I don't think there was an ulterior motive other than to give some Pokémon catching variety.
