5th Gen Character development in Black and White

How did you feel about the character development in B/W? For example, as the story progressed do you think certain characters changed and became more prominent? Do you feel enough personality was given to the main characters? Do you think other characters like Heartbreaker Charles and so on, should've had larger roles or played more of a part in the story? If so, how do you think that could've been done?
