Issue: Character limit

So I created a thread asking if when people get around the character limit by some means, should I report them. Lighting told me I should, but now whenever I do, absolutely nothing happens. And I know the person who broke the rule hasn't been PMd because no mods/admins have viewed their profile. Perhaps the mods/admins all need a reminder it's against the rules to get around it?

1. When you PM a user you can just type their username into the username box on the new private message page. Or directly from their postbit.
2. The staff know it's against the rules.
3. Some users could just be directly infracted or have their posts deleted.
4. Staff have lives and not everyone deals with reports all the time.

Well:

1: When we infract people we don't have to go on their profile.
2: We don't infract people every time they break the rules.

3: People could have easily looked at their profile shortly after a staff member did, thus bumping them off the recently viewed list if enough time has passed.
