Wow, you gave the thing seriously the exact moveset I was planning on, I was just debating on Hypnosis vs. Will-O-Wisp. Give me some time to look through my pokemon, and I'll see what I can EV for you, or what I have already EVed. I'd be willing to breed the Togekiss if you really want that, and EV train it (it'd take a couple of days).
