Just split the pokemon speed in half and add that amount to it's regular speed.

Wait, im confused. So if my PorygonZ is level 64...

with the EVs 252 spd, 252 sp atk, 6 hp. Modest

and his speed is 198, i divide that in 2 and add 1.5?
 
you multiply it by 1.5, then you'll know the speed boost, so according to what you said it's 198*1.5=297

He also said you could do half of 198 (99) and add those two 198+99=297
