For simplicity's sake, I believe that any/all codes and cheating device topics for the GBA should be devided into three sections. This would accomodate the three mainstream devices on the market: Action Replay v3, GameShark SP/CodeBreaker (same encryption), and Action Replay/GameShark Advance v1/2 (outdated, yet still used).
From what I have seen, users have been confusing one type of code with others, especially AR/GSA v1/2 codes with AR v3 codes, as they look similar (although their encryption is different):
AR v3

Where AAAAAAAA is the address of the code, and VVVVVVVV is the value. An actual converted code example (same effect for each) is listed under AR v1/2 and v3. Note how their format looks similar, yet the letters/numbers are different.
Alternatively, there could be a stickied topic outlining how to upgrade the GSA/AR v1/2 device to Ar v3 so that only AR v3 codes need to be posted (or it could be posted at the beginning of a code topic). I think that approach is not as logical as the former, as it doesn't allow for the phase-out of v1/2 codes. Eventually, this route should be taken, however, as codes for v1/2 devices will likely not be developed for FireRed and LeafGreen.
