Granted, however, the Gyarados only has 1 hp, even at lv. 100, and a speed stat of 30 or 40, meaning anything lv. 20 and up could own it with ease.

Granted. It's a romantic storyline, which ends in Pachirisu electrocuting Skarmory and Skarmory flying into the sunset after his recovery.
