Creating a World map

In Step 3 (in the Word Doc part 1) are you supposed to be using paint or PTC to design the actual map?
I only ask because it isn't too clear; In either program, I'm not sure how to set the tile to "8x8" or in PTC how to set the whole are to "208x153", and PTC seems a bit awkward to use in general...
 
Thank you.... I hope that its all riht to use the first iamge as tempalte.... I will not keep the islant. Just the objects.. ;)
