    Well after recently experimenting with different Pokemon, I noticed Electabuzz and Pinsir are a great combo and can both inflict a large amount of damage.

    My Current Progress:
    5 Gym Badges

    Quilava level 34
    Quick Attack
    Leer
    Smoke Screen
    Flame Wheel

    Pidgeotto level 33
    Wing Attack
    Whirlwind
    Fly
    Quick Attack

    Electabuzz level 33
    Swift
    Light Screen
    Dizzy Punch
    Thunderpunch

    Poliwhirl level 32
    Rain Dance
    Hypnosis
    Surf
    Doubleslap

    Pinsir level 32
    Guillotine
    Harden
    Bind
    Seismic Toss

    Will be adding more soon.

    Some things I have to say:

    Quilava - Without a doubt could not be better, evolving soon, I will teach him Dynamic Punch most likely. Final moveset probably will be like.

    Quick Attack
    Dynamic Punch
    Smoke Screen
    Flamethrower

    Shiny Pidgeotto - Okay, obviously the flier, he's going to be a very fast Pidgeot. Should do just fine, any TM recommendations for this one?

    Electabuzz - I don't see why he knows Swift, but somewhere in the 40's he learns Thunderbolt so I will replace it with that.

    Poliwhirl - Now, his moveset for now is okay, but, I am planning to evolve him with a water stone at level 35. Now I have four choices for movesets. Please vote on them, I need the perfect one.

    I like the fourth, but, I need a experts say.

    Pinsir - When I get farther in the game I am going to get rid of him for a Rhydon. Planning to teach it very strong ground moves.

    Any ideas for either a Espeon/Alakazam, Umbreon/Sneasel or Snorlax?

    These will cover for my last slot... Need some help, please!

    Teach Blizzard to Poliwhirl?
    Ice Punch should be enough for E4 though?

    ike if he's in high 40's low 50's then yeah ice punch's good but if he's going to be low 40s then you probably should want to get blizzard or take alot of revives because
    they have thunder and that

    You are pretty much incorrect. I used a lvl 37 Electabuzz with ice punch to take out Lance. Blizzard isn't that good with its 70% accuracy
     
    Hm, how about I make a poll?
    Blizzard or Ice Punch on a level say mid 40's Poliwrath to defeat lance?

    But then, compare their SAtk stats.
    Buzz has a base 95 SAtk, while Wrath only has 70.
    Yeah, I know that Blizzard tends to miss, but IMO they are not likely to miss in the 2nd gen as they are now.
    I know, because I have always been hit by Thunder (it has the same accuracy as Blizzard) even if it is not raining. And I myself used Blizzard a long time ago... But that's another story. So I'd take Blizzard

    EDIT: If you're going with Ice Punch, consider this:
    I had a L41 Slowbro with Ice Punch. It didn't OHKO Lance's L47 Dragonite in one hit, though Slowbro has a base SAtk 100. So I guess if you want to have Ice Punch, Poliwrath has to be at least 55 something. Furthermore, Lance's usual technique was to send out Gyarados, then use Rain Dance. The next Dragonite he sends in will carry Thunder and Blizzard, and remember: Thunder has a Swift-Accuracy when going with Rain Dance.
    Or, if you don't like that 70% Accuracy, you might want to use Mind Reader, but it's such a nuisance...

    I don't have any techniques with any of the rest of your pokemon but try this for Typhlosion.

    Typhlosion
    - Quick Attack
    - Flame Wheel
    - Swift
    - Flamethrower

    1. Quick Attack, if you attack first, you'll have a winning chance of 75% - 25%
    2. Flame Wheel and Flamethrower, use them on grass types
    3. Swift, if you are fighting with a flying pokemon and it used fly, use it
