Custom move creation?

    I apologize if there was a tutorial on this that I probably missed and if this is the wrong board to be posting this.

    I'm wondering if there is a way to create a custom move with its own animation and such. Not a move set but an actual move I could put on a pokemon and it would work. I remember seeing a tutorial on it to be able to create one but I can't seem to find it.
