4th Gen D/P Mystery Gift??

Yes Yes it does.

just yesterday i got a Pikachu with Surf, Volt Tackle and a light orb off of Battle Revolution Via Mystery Gift/ Secret Gift

you have to beat Battle Revolution at least once and transfer the Pika from there to your ds
 
It's rumoured that Nintendo is going to use Mystery Gift to give out certain events, or event triggers, like Darkrai, Shaymin (sp?) or Arceus (when they finally decide to). That, and with PBR, like with the Pikachu, or the Manaphy/Electivire download thing. I only ever got the Electivire.

Also, I believe you can link up with close-proximity friends for mystery gifts.

But besides that, we don't really know what Nintendo has in store for the Mystery Gift.
