3rd Gen deoxys

Deoxys is caught by using a Nintendo event to get the Aurora Ticket in FireRed/Leaf Green and go to Birth Island where you will catch it at Level 30. You Can Also Use Cheats. Am I Right?
 
Yes, you are right, and those are the ONLY two ways. With an Aurora Ticket or using codes. If you need the code, search for the code in the code thread (located in the group of stickies in the R/S/E (GBA) forum) because Deoxys is fairly popular.
