Devolution?

Are there any Pokemon attacks (or preferably, trainer cards), that can devolve (by making them either discard or return the highest stage Pokemon to the hand) the opponent's Pokemon?#

That's pretty much it for tournament legal cards that do this in Drakow's post, there.

The only other card I can think off at the moment is Devolution Spray, but that's not tournament legal and hasn't been for over 10 years.
