I really need a ditto for personal reasons. I have a small problem though... I don't have anything really rare. All I really have for a rarity is Riolu level 19

Rofl, personal reasons. Surely, the only reason for wanting a ditto is to breed Pokémon that are hard to find as females, ie. the starters and Eevee.
People seem reluctant to trade Ditto, though, I'd say your best bet would be to catch one with the PokéRadar.
