The best way to do it is import from a GBA game (There are common in those) Or get it from Wi Fi (I imported mine XD) So yeah.

If you lack a WiFi connection, as well as FR/LF, then the best bet is to either find a friend with a Ditto already, or just keep at it with the PokeRadar.
