6th Gen Do I have a messed up ORAS game?

So I reset my Omega Ruby game because I just completely messed up and I noticed after I got out of petalburg woods, that the twins Gina and Mia on the bridge, don't challenge you unless you talk to them. If I remember back to the original ruby game and even sapphire, the twins were never avoidable. Why is that? Is it a glitch or on purpose?

Do you have two pokemon on your team? If you don't, I don't think they will challenge you. You say they did challenge you after you talked to them?

Double Battle specialist trainers such as twins only challenge when you have the minimum 2 Pokemon required for a Double Battle. That's likely what could have happened if you still have just one Pokemon with you.

Same thing happened to me I had two pokemon but one of them Fainted and they didn't challenge me. But its because you need two active pokemon to Double battle.
