It's a glitch that came of the Safari Zone debug-- When you can catch SZ pokemon along Seafoam, you also see Snorlax and Missing No. on Cinnibar. It's faulty programming.

As for it appearing in 'every game except FR/LG', i defintely does not appear in the same place or way. Believe me, I tried finding him. I want solid proof of that one.
 
i liked catching him and making him evole into kangaskahn it was cool a kangaskhan with water gun x2 and sky attack wicked i say
 
I vote no. It's only a glitch and it looks horrible... I don't see how Nintendo would want it to be a Pokemon anyway.
 
I don't think it's originally meant as a glitch.... maybe the GSC ones are. But the Missingno. on RBY - Missingno. is like "missing number" mixed with "flamingo" (It's a bird/water type, remember?) The actual data is in there purposely. They have the text "MISSINGNO." written in hex, that wouldn't be caused by a glitch. The way to catch it of course, is the glitch. ;)

YES,MissingNo. has Pokedex data on ruby and sapphire,so why not make it a real PKMN?
 
I think it should. I know that it could confuse R/B/Y players into thinking "Oh, no! My game is so totally, like, doomed!!!!", but it makes you wonder what MissingNo would be like if it really was a Pokemon...and 'M...and Kaburus...and any other random glitch PKMN. It'd just make everything all that cooler to have a "glitch" in your game and it won't do anything bad!
 
Well, it would be a stupid name for a pokemon. Missingno. Missing number. It's cool in the game, but it's just strange. It'd be cool if it actually did feature in a TV episode.
They could have ash's pokedex malfunction or summat!
 
It IS a glitch,but I think it should be a real Pokemon.Much mysterious than Slowpoke,Pidgey or Professor Oak..(?!?)
It can be a pokemon that can only be seen on TV on a bad weather,or through a computer error..Missingno,the "error 404:page cannot be dispalyed" pokemon....or "glitch" pokemon..hmm..the second is much better..
 
i do beleive missingno was a test for the game battle simulation and the creators gave it water gun and sky attack but after they tested it in cinnibar island they forgot to delete it. missingno is not a pokemon but a messed up glicthed test tube.
 
Considering it was a mistake, no. It's like a glitch, like a complicated "TYpo", or, more commonly known as a mistake.
 
Mssingno is a gltich, I don't think it should be a Pokemon, besides, what will it look like? The ? Pokemon from R/S/E FR/LG? That would look kinda stupid.
