I heard it was a hack created here in Pokecommunity. Does anyone have a WORKING download link so I can use the ROM on my VisualBoy Advance?

I'm guessing that this here is the hack you were looking for. Providing links to ROMs themselves is against site rules, though, but Google's always your friend. Next time, if you have any questions about a hack, please ask them over in Emulation & ROM Hacking, and not Pokemon General.
