As a kid I was very into collecting Pokemon cards and playing the games etc. I sold all my cards years ago but I have recently come across these when moving out into my own place, any information would be great. Thanks in advance.

That's the Japanese Neo Promotional Binder 2, to correspond with the second Japanese Neo set (known as Neo Discovery in the English speaking world). It's worth between $10 and $15 opened (USA dollars, mind. Not sure which part of the world you're from), and $20 sealed (original product was wrapped in a plastic bag style package).
