Yeah, you can. But only if you trade it from another game.
Sacred Ash can't be obtained without trading or cheat devices inside of DP.

FireRed and LeafGreen. You need to go to an event to get to an Island called Navel Rock (Eight Island). Ho-oh is on the island with the Sacred Ash. Once you obtain them, just migrate.
