Gym Leader rights are weird. Melissa and other Gym Leader just go anywhere they please, or seem to be busy normal people. And then there are people like Lt. Surge who apparently sit in the dark and wait for challengers all day. xD
So I think Misty need to stay in her Gym and not run around for random reasons.
