After you find defeat Chobin for the first time and take Jovi home, when you come back after that Chobin is in the room on the right, and he says you're not allowed to go down the stairs... but I recently figured out how to get past him. But, what's the point of going down there? The PokeChest on the one platform is just full of white paper, and I can't get down below the platforms. :\
