1.where is it at in every GBA game?
2.when i trade seadra with dragonscale so it can be kingdra can i trade it back to my game?

of course.

Of course you can, but when you trade it from your game while its holding the scale, it will evolve in the other game. You just trade it back, as you would Graveler that becomes Golem, and Kadabra, that becomes Alakazam. Same deal. But you lose the dragon scale.
