5th Gen Drillpeck Hitmonlee

So my friend caught a missingno back in the days of yore, and trained it and after a bit it learned drill peck (I don't know, i supposed missingno is some kind of bird). He later transferred it to silver where it turned into a Tyrouge, though it still knew Drillpeck. It later evolved into a Hitmonlee and he transferred it up the food chain until it was in his black 2 game, he then gave it to me after a while because he said he was done with pokemon. This thing has the max attack IVs and nice speed IV's, he's fully ev trained and I was wondering if this is seen as legitimate and is allowed in competitions and stuff.

What I wonder is how he got it from gen 2 to gen 3 tbh.

This thread is so full of false everything. This does not warrant it's own thread, at all, anywhere, especially since you can't even transfer from Gold and Silver to anything other than GBC games, so yeah.
