Easier rom to hack?

I've seen many hacks done for the Firered model but none for the Emerald rom, so my question is simple:

Which rom is easier to make a hack of? I'm trying to hack Emerald at the moment but I'd like to know if it'd be easier to mod Fire Red instead.
