3rd Gen Eevee Suggestions.

Flareon is not a bad Pokemon, but it is clearly the weakest of all the evos of Eevee. You don't have to go any further than the tier levels of competitive battling:

Umbreon - OU (Over Used)
Vaporeon - OU
Jolteon - OU
Espeon - BL (Borderline)
Flareon - UU (Under Used)

Flareon is the ONLY evolution that rates no higher than UU. That ranking is not because people don't like it, but rather that is the highest tier it can be effective in. If you were to run with Flareon in BL or, heaven forbid, OU you are really putting yourself at a disadvantage. It isn't really Flareon's fault though, there is only ONE Fire-type in the OU tier (Blaziken) and even using that can be risky.

The bottom line is that Fire-types suffer greatly from being weak to two of the most common attacks in the game, and Flareon is certainly no exception.

Jolteon is definitely outclassed by Raikou in terms of sweeping and dealing damage. Jolteon should only be used over Raikou if your team is in need of a Baton Passer, because Raikou outclasses Jolteon in most areas otherwise. Jolteon has speed, and it is a pretty good choice for a lead Baton Passer.

Flareon is the weakest of all Eeveelutions. It's weak to some of the most common attack types in the game, and can't exactly survive with those poor statspreads. It has a terrible movepool for a Pokemon in general, and can't even make use of it's physical movepool. Physical attack is the only stat that Flareon excels in, and Flareon lacks the physical attacks to take advantage of it.

Vaporeon is my recommended choice. It passes the bulkiest substitutes in the game, and makes a fantastic counter to Suicune with the use of Water Absorb. It's stats are pretty high all around, and can last a pretty long time with that extra bulk in HP.

That's not how tiers work. Have you even seen the Ubers tier? Pokemon like Mew and Deoxys-e weren't effective in the metagame. Does that mean we should bump them down to OU because that's the highest tier that they can be effective in? They can be sure as heck dominant in the OU metagame, but they can't be effective in Ubers.

The Overused metagame is the base of the tiers. If a Pokemon is deemed too dominant in the OU metagame, it's moved up to Ubers. Pokemon that are moved down to BL / UU are based on usage stats. If a Pokemon isn't used much but is too strong for UU, it gets to be in BL. If a Pokemon isn't used much and is a more minor threat, it gets bumped down to UU. A Pokemon doesn't have to be effective at all in the tier they reside in.

I think Jolteon would be very useful because most likely that this pokemon can attack first( Due to high Speed stat) and that It's only weakness is ground.

I think it really depends on your current team, and which type of eeveelution is best suited for it, dont keep it eevee tough, for a nomal pokemon it isnt strong at all. I dont have much experience with eeveelutions but like most people said, Jolteon is a great sweeper. Possesing a great speed, and a good special attack so that he can easily KO water and flying pokemon, and still put up a great fight against other ones due to his huge speed. Flareon i dont know much about, it has a pretty good physical stats, but it cant really learn much physical moves. If you know good movepool combinations for Flareon, can get very powerfull, equally competing with the other eeveelutions. Finally Vaporeon is mainly a powerfull pokemon. It is able to pack a lot of damage due to its defense, special defense, and hp, but he puts up a great fight due to also having a large special attack combined with surf, ice beam and those types of moves.
