Flareon is not a bad Pokemon, but it is clearly the weakest of all the evos of Eevee. You don't have to go any further than the tier levels of competitive battling:
Umbreon - OU (Over Used)
Vaporeon - OU
Jolteon - OU
Espeon - BL (Borderline)
Flareon - UU (Under Used)
Flareon is the ONLY evolution that rates no higher than UU. That ranking is not because people don't like it, but rather that is the highest tier it can be effective in. If you were to run with Flareon in BL or, heaven forbid, OU you are really putting yourself at a disadvantage. It isn't really Flareon's fault though, there is only ONE Fire-type in the OU tier (Blaziken) and even using that can be risky.
The bottom line is that Fire-types suffer greatly from being weak to two of the most common attacks in the game, and Flareon is certainly no exception.
