4th Gen Effort Ribbon

When that lady gives me an effort ribbon it means that my pokemon is full EV trained.

I'm not sure, because my Pichu is at lv 100, and she won't give me the ribbon.

Then you didn't trained it fully of Ev... try to give Carbon or anything, you'll see if it is full

I gave him some rare candies. Does palpark have anything to do with it because I got him from Emerald at lv 7, and he ate alot of pokeblocks.

Did you train it yourself? How many rare candies did your Pokémon get?

40 candies. Then I LVed up by wild pokemon. (Got all the rare candies by cloning)

40 is much, from 60-100? Then you didn't beat enough wild pokemon to get all the Ev's..
