    My typhlosion(male) and pikachU(female) are in the same egg group. My typhlosion knows a TM,fire blast, and apparently TM moves get passed down to the baby pokemon via the father. I calculated a way of getting this move to a toadadile via egg groups. However everytime I breed the pokes the pichus don't learn fire blast,how come?

    Its the same with things like flareon and eevee although im not sure why.

    It's because Pichu isn't compatible with Fire Blast. when you're breeding, you have to be sure the baby pokemon that will be produced is compatible with the TM first.

    Also how do eg. Bulbasaur learn, eg Power whip?

    I'd assume, by Power Whip:


    Male Tangela/Tangrowth that knows Power Whip.

    Female Bulbasaur/Ivysaur/Venusaur.

    Put them in daycare, you should get a Bulbasaur with Power Whip.

    But only if it's in Hg/Ss.
