when a pokemon hatches from an egg, is it always going to be the first evolution stage pokemon that hatches? or is there a chance a later evolution pokemon will hatch? eg if a blastoise lays an egg will a squirtle always hatch? or is there a chance a wartortle or blastoise could hatch?

It's always the lowest evolution stage that hatches if the Pokemon in question is part of an evolution line. However, some baby Pokemon only hatch instead of its evolution if the parent holds a specific incense, like Azurill only hatches if a Marill parent is holding a Sea Incense. Otherwise a Marill would hatch instead.

So in your case, it would be a Squirtle that hatches since it is the lowest member in its evolution line. And remember that the Pokemon that hatches will always be from the female parent's line unless if bred with a Ditto, in which the non-Ditto Pokemon (or its lowest evolution stage) hatches instead.
