Look's fine to me. however, like everbody else said, give some hp ev's to it.

 

[Persona]

If you choose to use Thunderbolt in that moveset, you'll have to spare in some special attack EVs. 252 Atk / 182 Spd / 74 Sp.Atk. Also, Lonely nature would be a better option.

 

[Lumine]

If you really fear Skarmory you might want to retrain one with what the dude above just said, but if you dont then its fine just use a Qualot Berry then train him in DEF and your Electivire is ready to enter the battlefield =)

Skarmory is fine to me, I really couldn't care about it. I've got something else that can take care of it anyway. :)

And don't use Gyarados. It's far to predictable. Use it with Milotic, way cooler. And Milotic can absorb the WoWs.
