I think level 40 at least . I really dont think about the levels , i think about the type matchups so you should get a well balanced team . Hope i helped
I did it at lvl 46-48 ish, her Garchomp was a beast to beat ><. My Charizard with dragon pulse got me past her, but not before using a few revives just to stay alive lol. She kept criticaling me .......
(of course, I only ever use 4 pokemon during the game story the other two slots devouted to lousy HM moves)
I used my Palkia for most of her stuff. It was lvl 52 by the time I got there, I think. I also had a lvl 50-something Kadabra that was pretty much good for nothing, and my lvl 55 (I think) Infernape. That, about 20 revives, and a couple of lower level guys that could take a hit for 1 turn while reviving got me through the whole E4
Typewise, a good Flying Poke (eg Staraptor) will decimate trainer 1, a decent Water Poke will wreck trainers 2 and 3 (I like Gyarados, as he learns Ice Fang too), and Dark is powerful against trainer 4. If you have someone who can use Ice as well (Gyarados for example) that will help with the Champion.
With good typing on powerful species you can beat the E4 at level 45 or thereabouts. Ideally you want to be more like level 50-55.
Today i tried and got to champions last pokemon (in my case; roesliar or somethin); but then my empoleon used arial ace; the blizzard; it shouldve killed; and then it held o nto its focus band! then i got a giga drain; adn iwas dead. (i used my palkia for trainers 1;4;5 and empoleon for trainers 2;4;5. Any other asdvice? theyre both lvl 59-60
