3rd Gen Emerald/Leaf Green question

I dont usually play the GBA generation of games anymore, but I have a question.

-Can you travel to other regions in Emerald and/or in Leafgreen?

No.

But in Leaf Green you may travel to the Sevii Islands.

Also, you can trade pokemon to different regions. [But GBA games only are compatible not GBC games]

Tried exploring the cave??
i don't remember what was the name but you can get Smeargles from there...
um.. you have to use wailmer pail on sudowoodo

You can get Smeargle at Altering Cave.
