[Other] Emerald tools

I'm looking for tools to use on emerald to do the following stuff:
1. Change the OW sprites and change their palettes (I rather not to use OW Sprite editor cause I can't change the palette and in NSE it doesn't support Emerald)
2. add more pokemon to the game (Advanced Series has little amount of ??? that you can fill with pokemon and I want to add more than that)
3. program that can help me with the pokemon sprites animation frames for Emerald.

I would really like to have all tools of all the stuff I want to change.

While I'm pretty sure there are no tools that do all of this, there are definitely very easy-to-follow tutorials which only include a few tools, mostly hex editors, that you can follow to achieve the same things. For question 1, I have no idea unfortunately. Question 2 has a very nifty tutorial here on Pokédex expansion for Emerald, and question 3 has a very informative document here and a patch here which removes animations, although what it is you actually want to do with the animations for Emerald hasn't really been made clear.

I want to add more pokemon and not remove their animations.
I don't see any tools they are using, they are just saying hex editor and putting some numbers.
I have HxD and I have no idea how to use it yet, will it help me with editing the animation sprites?
