Jolteon is the fastest though (one of the fastest in the game in fact), so that's always pretty cool :-)

In game, Jolteon's base stat for Speed is 130. The only things that fast are Electrode, Crobat, Aerodactyl and Ninjask. Oh, and Mewtwo and Deoxys (normal), but they're legendaries.
