EV Pokémon for Pokédex fillers

OK, I've decided my Pokédex needs filling a little bit, and I'm trading away some EV trained Pokémon to help me do so. I have battled with most of them, but now I have a new team they'd be better off moving to a new home where they will be cherished and used. Here's what I'm trading:

Gyarados, Adamant Lv. 50 [THRASHER]
EVs: 252 Atk, 252 Speed, 6 HP
- Waterfall
- Taunt
- Earthquake
- Dragon Dance

OK, now here's the Pokemon I need for my dex. I will take this Pokémon or any lower in it's evolutionary chain:

WILL UPDATE WITH JOHTO/HOENN POKEMON SOON. For now just offer some Johto/Hoenn Pokemon and I'll say if I need it.

Is it one EV per poke or 1 Ev per 2 pokes ect..

Sure thing, Blissey it is. I updated my first post with the Pokemon's nicknames. Want Bliss to keep hers? If not I'll be an extra minute or so before I get in Wi-Fi removing the nickname.
