2nd Gen EV Training in Gen I and II

Is it true that EV training didn't exist before Gen III that's what I've been hearing. I started replaying Red and Crystal Versions and would like to know how to train in the older versions.

Yes. They go on a different system called stat experience. Since you can max out all stats, you don't really need to worry about it.

EV training existed in RBY and GSC, i've EV trained on those games before.

You could technically call it "EV training" since you're ultimately aiming to get 65535 EVs in each stat (you'll gain much more than 1-3 EVs for each Pokemon though and vitamins give 2560) . When looking at competitive sets for Gen I and II Pokemon, you'll notice that there is no listing of what EVs Pokemon should have. That is because you can have the max 65535 in all stats.
