4th Gen EV Training??

Not really. Remember, 4 EVs= 1 point at level 100. So, with 100 in each stat (I'm assuming), that would be 25 extra points at 100. Doing the math, that'd be one extra point at level four. It's level 1. :|

Also, according to Metalkid's calc, the IVs for that Squirtle are (given 100 in each stat, which is what I'm assuming)

HP: Invalid (You never gave its HP)
Att: 0 - 31
Def: 0 - 31
SpA: 0 - 31
SpD: 0 - 31
Speed: 0 - 31

So yeah, my guess is that it was EV'd before you received it. If you want to be absolutely sure, I can check its EVs and IVs in Pokesav.

Good point on all of that.
So yeah, probably a wee bit of EVs.

And remember, for Pokesav you need an Action Replay with Save data, or a Flash Card, such as an R4.

Oh please I would greatly appreciate it, this was something I wanted to do on my own since I've never ev'ed a poke before.

 You first need to know that when you defeat a wild or trainer's pokemon,
all the pokemon that gained exp will get a set number of Effort Values
(E.V.s). For instance, you fight 1 wild starly. The pokemon that gained exp
will get 1 speed E.V. If you collect 4 E.V.s, it will get an extra +1 in the
speed stat, or an Effort Point (E.P.), the next time it levels up. That would
be useful if you were trying to give your pokemon an extra speed boost. There
is a limit, however. 1 pokemon can only get 510 E.V.s. All the E.V.s you get
after 510 won't be counted for. Something else, 1 stat can only get 255 E.V.s,
so you can only train in 2 stats for the best boosts, or in controlled in
every stat.
So to E.V. train in speed, you would have to fight (for example) 255
starlies. Different pokemon give more E.V.s, such as beating a Staravia would
give you 2 E.V.s in speed.
It is always best to start E.V Training when a pokemon hasn't been
trained before except for rare candies and the daycare center.
If you would fight 255 starlies, it would take many hours of many days to
fight them all. There are ways to shorten the amount of starlies to fight to
completely E.V. train in speed. If you give your pokemon a macho brace, the
amount of E.V.s gained would be doubled. So, you would have to fight only 128
starlies to E.V. train in speed. If 128 starlies doesn't please you, there are
still ways to shorten E.V. training. The power items give +4 to a specific
stat. That would shorten 255 to only 51!
Power Weight=Hit Points
Power Bracer=Attack
Power Lens=Special Attack
Power Belt=Defense
Power Band=Special Defense
Power Anklet=Speed
