3rd Gen EV Training

No, any Pokemon battle grants you EV, even those held by trainers (which is why it's advisable to do EV training seperately and first before any level training)
 
any battle that gives you experience points give you effort points.. that means wild pokemon battles, trainer battles, gym leaders, elite four, secret base battles, trainer tower.. also, that means that ru/sa battle tower and link battles don't give you EVs because they don't give you exp.
 
You may gain EVs from any Pokemon you battle. With the exfeption of Pokemon battles against your friends in link battles, of course. Otherwise, you are able to get EVs from wild Pokemon, trainer's Pokemon, etc. ^_~
