Pikachu would be too strong. A Pikachu with all 100 base stats with Light Ball, which doubles the attack and special attack stat would be ridiculous. Pikachu would have 800 base stat total, which would exceed Arceus' 720! O_O;

Maybe if it was unable to equip the Light Ball...

haha, similar to red, the stantler event unlocks him at some isolated cabin in some snowy area, he could maybe even hint at some santa related thing before, like "I remember when I was just a kid, I saw a pokemon carrying a sleigh through the sky" or something
